Introduction
The Pharmaceuticals and Medical Devices Agency (PMDA) will organize the “PMDA-ATC Herbal Medicine Seminar 2026,”designed for overseas regulatory authority officials engaged in the regulation of herbal medicines. This seminar will be held IN PERSON in Toyama prefecture, Japan, from17 to 19 November 2026.
The seminar will cover current regulations, guidelines and practices related to herbal medicines. Lectures and Q&A sessions will be delivered by representatives from PMDA, the National Institute of Health Sciences (NIHS), Toyama Prefecture, the University of Toyama, and the herbal medicine industry. The programme will include visits to the Toyama Prefectural Medicinal Plant Center and a manufacturing site for herbal medicines, providing opportunities to observe the cultivation of medicinal plants, and the manufacturing process of herbal medicines.
The seminar aims to provide participants with practical insights that may support the regulation, assessment, and GMP oversight of herbal medicines, while offering opportunities to exchange experiences and perspectives with regulators from other authorities.
Key Seminar Objectives
- Enhance understanding of Japan’s regulatory framework for the marketing authorization of herbal medicines, and initiatives to support the cultivation of medicinal plants.
- Promote understanding of quality assurance and quality control, manufacturing processes and GMP inspection related to herbal medicines.
Who should apply
Regulators ONLY (beginner to intermediate level)
- Regulatory officials or relevant agency or institute employees with at least three years of experience in the regulation of herbal medicines, including assessment and/or GMP inspection of herbal medicines
- English will be used in the lectures and discussions during the seminar. Participants should be able to communicate effectively in English.

Input all required items, upload the application confirmation form signed by your organization’s head before 28 August 2026, the closing date. Approximately 15 participants are expected.
- Participation selection will be conducted by PMDA based on the submitted application materials.
- Confirmation of registration and additional information will be sent to invited participants after the application closing date.
