（5）入札方法

落札決定に当たっては、入札書別紙に記載された区分ごとに落札者が決定することとし、区分ごとの金額に、当該金額に係る消費税のリバースチャージ対象内訳金額（令和3年1月～令和3年12月分）に100分の10を乗じた額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てた金額とする。）を加えた額をもって落札価格とする。そのため入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額を入札書に記載し、さらに消費税のリバースチャージ対象外内訳金額と対象内訳金額も記載すること。

競争参加資格

1. 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助者であっても、契約締結のために必要な同意を得ている者は、同条中、特別な理由がある場合に該当する。
2. 予算決算及び会計令第71条の規定に該当しない者であること。
3. 全省庁統一資格の一般競争参加資格において、関東・甲信越地域で、「物品の販売」若しくは「役務の提供等」で「A」、「B」又は「C」の等級に格付けされている者であること。
4. 競争参加資格確認のための書類審査を通過した者であること。

入札説明会の日時及び場所

本調達は、本入札公告のHP掲載をもって入札説明会の開催に替えることとし、質問等がある場合は、随時受け付けることとする。

本公告に示した競争参加資格を有しない者のした入札及び入札に関する条件に違反した入札は無効とする。

(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
 
[1] Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
 
[2] Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
 
[3] Have Grade “A”, “B”, or “C” on “Sale of product” or “offer of services etc.” in the Kanto- Koshinetsu Area in terms of qualification for participating in tenders by Single qualification for every ministry and agency
 
[4] Meet the qualification requirements which the Executive Director may specify in accordance with Article 73 of the Cabinet Order
 
(7) Time-limit for tender: 17:00 November, 19, 2020
